Random Encounter problem

YO forumites,
Just after coming across this scene at the shrine of Talos I believe.

All the worshippers have been slaughtered and one body of a 'thalmer' lies nearby with a note from some thalmer guy in charge and from this I basically get the impression these thalmer want rid of Talos worship altogether....
So basically all I want to know does anything come from this? is this the end of this particular scene i.e. theres no further questline? In game the incident wwasn't even recognised, no quest or anything.....
If you can be, be vague for me haha bascially a simple yes or no answer will do because I dont want to spoil anything for myself :lol:

The Thalmor made a treaty with the Empire to banish Talos worship, and will do anything to uphold that. You can find Thalmor people around Skyrim, but I don't know if there are any quests specifically related to them and Talos.

Apparently, there are quests that

involve infiltrating the Thalmor, although I cannot confirm this first hand.
