How can you be broke in a world full of stuff to steal? Join the Thieve's Guild and you will have plenty to do.

Or just visit one of the big towns outside of the Imperial City, join the Mages and Fighters Guilds, then walk off with everything that doesn't have a red hand and sell it. Pretty much everything in the Guild halls that isn't nailed down, you can legally walk off with and sell once you're a member (and you don't have to have completed any quests for them, just said "sign me up"!).

Sneak into the Arena in the dead of night and rob the chest at the main door. I found 500 gold in there.

And break into everywhere and steal alchemy ingredients. You can't sell the stolen ingredients to the merchants but you can turn them into potions whih they will readily buy from you.

That's what i did when I started, together with the gold from the Arena I soon had enough for the shack on the waterfront and the storage upgrade. I don't really live there, but it makes a great central location for storing loot.

Bandits also have lots of good stuff to sell, if you can kill them

That's true. And it would certainly give you some good tactical training. Just comb the countryside, kill all the bandits, and sell all the booty you find. I personally like to head out and find caves and Ayleid ruins to plunder. From those places you will find all manner of really good stuff to sell provided you can survive.
