I'm 99% sure it was Legion.

Things like that are always more interesting when both sides have their points and their faults, and I have to spend forever agonizing over the decision...that statement was kind of masochistic, wasn't it? But yeah, I'd be disappointed if it was just a good and evil thing. That would be boring.
+1 to this.

@Knight, it has basically been confirmed that neither side is evil. Besides, why should the Empire be 'evil', when the PCs of old have always fought alongside it?
Thanks for the new info Duruza!

Answering to your rhetorical question: I've been thinking about the whole usefulness of the Empire lately. Just look at Morrowind; the imperial factions there didn't really do any good for the Dunmer, just for themselves. And the player most certainly wasn't on the Empire's side in Redguard! :) Oblivion is a special case, don't get me started with that.

Also, as far as I know, Skyrim is trying to secede from the Empire like Elsweyr and Black Marsh have done, and the Empire is trying to prevent Skyrim from achieving independence. Thus I see the Empire as 'evil', like the Stormcloaks most likely think. I'm not saying that the Empire is actually evil (what kind of an empire would actually be like that on purpose?), that's why I put the word evil in quotation marks.

This is just my opinion though, and you're free to contradict it. Maybe it'd be interesting to see the very province you saved in the last game in a different light.

I'm getting a little off-topic, am I not? :?

Odd that the Achievement says Army, because Legion would seem to be the correct term, from previous Lore.

@Knight, I wouldn't say that any of the sides is 'evil', just that each person out there is looking after number 1. Some might argue that the utility of the Empire is ended, while others would say that the peoples of Nirn should unite once more, as it was under Tiber Septim. Choices for the player to make in Skyrim I'm sure. It would have been interesting if there was this sort of Empire/Anit-Empire politics in Morrowind, seeing as Morrowind has always been one of the provinces that wasn't really part of the Empire. An interesting discussion for another day I'm sure. And maybe something to discuss after we've played Skyrim and seen the facts .

This seems better. It was way too easy to get all 1000 gamer score in Oblivion.

I wonder if this means that two of the Daedric Princes won't have shrine quests? Jyggalag I can see not having a shrine and possibly Dagon....
Just because the achievment is for 15 doesn't mean there are only 15 to get, a couple of them could be choices.
