There are going to be some areas that are easy, some medium, and some difficult.
Within a given area, your level that you are at when you first get there will influence how hard the enemies are exactly.
I think Skyrim is hard

Levelled items better level with the player in Skyrim. I had to download a mod for Oblivion it bugged me so much.
