Emperor Belharza (?b - ?d)
Belharza became the 2nd emperor of Cyrodiil in 1E 266 after Empress Alessia was transformed into the first Cyrodiilic saint by Shezarr.

Which means that no where in any of the games, does it indicate when he was born, or died.

The Covenant between gods and men was made here. Belharza was elected her successor as the second Emperor of Cyrodiil.

The Elder Council elects Belharza the Man-Bull as the second Emperor of Cyrodiil.

These are the only two times I can find where Belharza was mentioned, and it is only as a footnote, to show a succession of the Emperors/Emperesses.
