I currently am trying to enchant a dagger with paralyze but I don't see it in my "applicable effects". I have a 86 illusion and I can cast debilitate, but I still can't select it when I go to enchant. How can I enchant my blade with paralyze or is it even possible?

The "Shortsword of Paralysis" and "Dagger of Paralysis" are only found in random loot; they are not carried as random weapons by NPCs.Paralyze is one of the enchantments available for making a custom mage's staff (it is also found on random generic staves). However, it is not possible to make enchanted weapons with Paralyze at the Enchanting Altar.

Novice
Daedra Venin
Journeyman
Clannfear Claws
Expert
Bone MarrowSI
Fennel Seeds
Harrada
Milk Thistle Seeds
Rot ScaleSI
Worm's Head CapSI

Do you have the PC version? If so, I'm 95% certain you can remedy the problem with a short trip to the CS... I don't work with spells much, but IIRC, the enchantability of all spell effects is defined by a single variable for each effect. Shouldn't be too difficult to change that and make Paralyze an enchantable effect, although it IS phenomenally cheap and might make combat TOO easy.
Oh, and to add to that shortlist jeff gave, there's a Dremora sword that paralyzes targets- had a very bad experience with that + tiny bridge + 200 foot drop back to the base of the damn tower. I kept the sword after I finally got back up, but I forget what it's called... Quintessence of something or other... Hatred or Remorse, can't recall offhand. Just keep killing Dremora and eventually you'll run into one carrying it, although it's extremely heavy, weak on the damage end, and not as good as it could be.
