SI is an official DLC/Expansion/plug-in, i.e. Vanila, it is not changing the way the Dev's meant the game to work, it is adding content, thus it is not a Mod.

So then it would be Mehrunes Dagon.

Technically they are both creatures, as Daedra are classed as Creatures, and they are both Daedric Princes/Lords.
