Must ask: have you earlier installed a video card? It's not as easy as installing memory sticks. You can't get the card in with a zero angle = pressing straight on, but it needs a bit of adapting. http://www.youtube.com/watch?v=Z7dBELhb7n0 may give you a hint, and you can skip the first 2'30". IT DOES NOT NEED FORCE, it just has to come in the right way.
About the silver... Had to open my own case to check how it actually is... I've got a self-built PC, though. There should be empty space between your motherboard and the case, just 1-2 mm or so, and the "too long" tongue slips in there. If there is no space there, HP has screwed up, and made the case unusable for normal industrial standards, meaning that they expect people to buy their own solutions --- not so rare, really.
I trust the first is the case, but if it really is the latter, the only thing to do is to cut the tongue. That will of course void all warranties for the card, it may even affect HP warranties.
In any case, the card is proper, by its form. And the 500W should be ok.

Re: Need Help Upgrading Video Card!!!
I would like to echo what Andere said, you're toying with your warranty here. It may have been voided once the case was removed. I've heard horror stories of static shock from ones fingers frying motherboards.
I think I know what you mean by 'silver strips.' Check out this picture I took of my pc's insides. You can sorta make out GeForce, my video card. Are those the silver strips you're talking about underneath the video card?
There is one similar to those above my video card that isn't ported. They are all flimsy, and could easily be removed. Just remove them by whatever means necessary, just don't use any muscle. My pc is also self built. For mine, there appears to be a locking mechanism that is screwed on. So I'd unscrew that, and then slide out those strips. If they are tached on, I'd just pry them back and forth until they popped off.
Keep in mind, I'm no pc engineer. Best of luck.
