AMD athlon II x4 645 Quad-Core @ 3GHz
ATI Radeon HD 4200 with the memory of 1916 MB
4 GB of Ram
and lastly I know my hard drive will fit it- 1Tb
Can I run this game...?

Yes, that's decent. I'm fairly sure you will be able to run it at at medium-high settings.

what resolution is your monitor? makes a huge difference.
The AMD 4200 is not really capable of delivering playable framerates at 1920x1080 for most recent games, for example.
