The followers at Peryite's shrine are frozen and can't die. Don't exploit it too often, though, because your game might glitch because of too many unreported assaults.

You should read this thread, I'll quote the bit I think best answers your question.
OblivionDuruza wrote:From my experience, I was able to level H2H from Lvl 5 to over 50, within about a dozen levels, simply by visiting Fort Ruins occupied by Goblins and rats. There's a great one near the Imperial City, between Vilverin and Wellspring Cave, called Fort Urasek. I travel there once I reach 7-8 Major Skill increases and have been able to increase H2H to almost as high as my Blade skill, with little effort.

If you want to do it VERY artificially, make a custom weakness to magic spell 100% for 5-10 sec. Cast it about 10-20 times or even more if you have enough magicka. Cast it every 4-8 seconds (depending on the length of your spell) to make sure your magicka doesn't get too low for the FINAL spell you're going to cast. The final spell is damage fatigue x for 120 sec. x will be multiplied by however many times you cast weakness to magic, and then multiplied by 120 seconds. Then crank up difficulty, spam RT for an hour or two or however long you want while watching tv/surfing web. I took my controller around the house with me.

Oh, I used the azhlkan (too lazy to look up spelling) trolls outside tidewater cave SSE of Leyawiin. They regenerate health faster than H2H at hardest difficulty.

shadowmere doesn't ever go hostile. Or you can use the sparring partner in battlehorn castle or the sleeping prisoner in deepscorn hallow as well.
I would be a procrastinator, but I keep putting it off.

If you have the vile lair you can keep hitting the prisoner without any consequences. Plus he cant die :D

One thing about training skills is you just have to spam the skill as much as you can. It doesn't matter how effective it is, how much damage you do... you merely have to use it. Offensive skills, such as destruction or your melee skills, DO need to hit a living target, but other than that it really doesn't matter if you're fighting daedra or rats.
“Fine day” said the young man.

“Gods!” hollered Zaki, sending the young man flying with a well-placed punch, and dashing away.

Just curious, why would you even want to train hand to hand?

Am I missing some of the major advantages it offers over blade? Because the only one I see is being able to use it after being sent to jail.

Getting strength multipliers tacked on to her level up without training Blade or Blunt is why she's doing it, I'll wager.

It drains fatigue as well as health, which can render opponents defenceless. It is also much faster than blade, and can do a fair amount of damage in one blow at higher levels.

It is also a handy way to max strength, as Akiraka mentioned.

Go to the arena and fight there only using your fists. Also outside the arena two people are fighting watch them for about a minute and your hand to hand goes up by 5. Another thing is in a tent in that little bandit encampment at Vilveran there is a book which you can read and get up 1 HTH. Other than that I suggest just killing everything with your fists. Also if you have The Vile Lair you can constantly punch the prisoner. Or with battlehorn castle you can ask your orc spar partner to spar and use your firsts to knock him out.

You can get a free +5 H2H skill boost by watching Branwen and Saliith spar outside of the Arena building.

Also, a newish low-level character can get plenty of H2H practice by using it to complete the Go Fish quest in Lake Rumare. It works a whole lot better than trying to use archery.

I found the easiest way, for me, was to run around lake rumare punching mudcrabs and wolves the whole time with the difficulty raised to the max. Also a good way to raise up restoration as 2 or 3 hits from a mudcrab on this difficulty can kill any character under lvl 10.

Good way to train any combat skill is to conjur your opponent, for me usually a scamp. They will attack after 3 shots, but usually if you keep slugging they will be too stunned to attack back. You can also play with the difficulty level to get a number of hits before they die. Also a good method of training intelligence at the same time as strength.

Thats what I did. I summoned a zombie. Doing this can train 3 skills at once, Conjuration from the summoning, Hand to hand from hitting it, and heavy or light armor from it hitting you

But honestly the best way would be to go to deepscorn hollow and just beat on the deepscorn prisoner, it doesn't fight back, and can't die.
