Not recieving quests r0c11y26, r0c11y27 & r0c11y28

Hello, I apologize if this is something that has been addressed before. I have tried to fix this problem myself but I may have missed something.

I am having problems receiving certain quests from quest givers. No matter what my reputation is, they will not show up as options ever. The ones that I am particularly having problems with are r0c11y26, r0c11y27 & r0c11y28. Periodically when asking for quests the game will bring up a glitched text box and freeze, leaving me with no option but to restart/exit doxbox.

My copy of the game was installed using Daggerfallsetup along with all of the patches bundled in that program. I have tried reinstalling the game in different directories, patched and unpatched to see if it makes a difference, but it hasn't. Recently I tried installing the unpatched game from Bethesda's site in another directory to see if it would work, but I had the same experience, only with an Error 116 and a crash rather than freezing. I have also tried swapping out the quest files with the daggerfll cd ones and the DQFIX ones but it doesn't make any difference.

Is there any possibility of using a quest editor to get these quests through some alternative means?

If any more experienced Daggerfall players have any advice, it would be greatly appreciated.
