Re: Best Sneak Character
Illusion is your friend, even if you don't like magic. Chameleon helps sneak, invisibility, well, you can guess. Use light armor. Wear light shoes/boots, or go barefoot.
Archery is weak at first. Buff your agility. Get into alchemy.

Re: Best Sneak Character
Race wise you can pick any and it will work out in the end but Bosmer, Dunmer, Argonian and Khajiit make good sneaky characters.
So we have come to solve every squabble in the village personally?

Re: Best Sneak Character
If you truly want to make it epic and legendary, try to make a stealthy orc!
On a more serious note, I'd make a Bosmer with sneak, illusion, alchemy and security, or something along those lines. You can make a few good potions that'll make you even sneakier, and then use illusion to get out of really tough situations. Besides, charm's always handy in case you get a bunch of infamy and people start hatin' on ya.

I used to make polls, but then I took an arrow in the knee.

Re: Best Sneak Character
Any character can eventually get their basic skills to 100. Don't pick a character based on starting skill bonuses. Attribute bonuses, perhaps, as that will influence your play more directly long-term, and absolutely on other racial bonuses. Bosmer don't have any particularly useful abilities other than disease resistance, and they also have a lower base speed because they're shorter. May as well play an Argonian or Redguard. I tend to be a fan of Bretons and Nords, but I could make a case for most races depending on what you want to not be hurt badly by.
Weapon choice, that's up to you. Have something long range (marks or spells) and something for up close. But definitely use Illusion. In order to use it well, you probably ought to start with it as a main skill. Sneak goes up quickly enough on its own, so I wouldn't stress that. You'll level quickly at first if you use it.
Beyond that, depends on what kind of sneaky character you're making. Is this an assassin, a thief, or a dungeon raider that tries to avoid unnecessary combat? You can be all three on the same character, but each needs a better clarification than just "sneaky" before we can advise any further.

Re: Best Sneak Character
All starting abilities don't matter at all. You can be legendary with any character, race birth sign dont matter. You can get 100 sneak at level 1 if you want. No hacking or glitches required. Find a low level enemy or NPC that just stands there all day. Guards and some Zombies will do this. Next find a wall near by. While sneaking (in sneak mode) face the wall near your target and walk into it. Make sure your character doesn't slide from side to side while walking against it(corners work well). Now place your controller down so the stick is pressed walking forward. So people have said a rubber band works well too. If done correctly your player will continue to walk and gain sneak. The game doesn't care if it's around your enemy or into a wall. In an hour or so you will have 100 no sweat. I recommend not having sneak as a main skill.

Re: Best Sneak Character
As others are saying best race? Breton/High Elf/Redguard/Orc/Nord
But as a roleplaying game? I'd say go Breton or Khajiit.

Re: Best Sneak Character
I've always been a fan of the Woof Elf (Bosmer) race because they're short and thus well-suited for sneaking.
Just make sure to level up marksman, it's the most useful skill for a stealth player.

Re: Best Sneak Character
The Sneak skill is so easy to master, even without manipulating the game-play to get there, that I don't think it really matters which sort of character type you choose. Combine Master of Sneak capability with Chameleon or Invisibility spells, along with Sneak's damage multipliers, and you have a character who can really get the upper hand on powerful opponents.
As for Marksman, it levels up slowly for everyone. Doesn't matter what your character is, you'll have to practice. A lot.

Re: Best Sneak Character
As I have said the race doesn't matter so I almost always pick Breton because I love them and the magic bonus is very good.

Re: Best Sneak Character
I would go with a dunmer all my assassin charatcers have been a dunmer. But thats just me I do it like this
Mage - Breton
Assassin/Theif - Dunmer (Dark Elf)
Warrior/Knight - Nord
If I do an all arounder like every guild and type of skill I generally do Imperial (though I only have made one Imperial but thats becouase they are noting special just a human) but my favorite race is Breton then Dunmer then Nord so thats the order I made them in hope it helps
Also with my Dunmer I generally am an archer assassin

It doesnt matter what race you have..... but f you are going with marksman, it will be really tough to get one hit kills in higher levels.... your best bet will be to enchant a bow with soul trap+paralysis for 1 sec.... that way even if u cant have a one hit kill, you can just sit back and shoot arrows while your enemy lay helpless on floor..... I did it with my bosmer race
Note: you may need illusion of 75 to get the paralysis spell

The skeleton key is your friend. Also, whatever you do, don't waste skills on Mercantile or Speechcraft (Unless you're roleplaying.)
