So is the entire basis of the idea behind ES V contained in the book the Children of the Sky?
Im guessing that each nord wont have shout powers in this game, but if you read that, it sounds basically like what the entire idea about dragon shouts is all about

Yeah, I remember reading that book just after Skyrim was released, as part of my research on the province.
I thought that Thu'um might be a new school of magic or something, but it turns little naive me didn't see Bethesda altering lore slightly to make them Dragon Shouts.
Still, I'm glad that Bethesda used previous lore, no matter how much they changed it, rather than just making something completely new up.

More or less, maybe we'll find out how the Nords worship of the Wind and Dragons are related, I wouldn't hold my breathe though, likely it is as Duru said and this is just an alteration from Voice from the wind to Dragon speech.
