If your going for a mage, go all out. Focus on increasing Intelligence and Willpower, because you'll need the added magicka reserves. It would also be good to choose either Altmer or Breton as your race, and one of the Birthsigns that fall under the Mage.
You can be a warrior who uses magic, but it's harder to pull off a mage who uses the warrior arts. Therefore, you should utilise destruction and staves as your primary 'weapons', and robes and the like might be handier than armour (especially as you will have less strength if you focus more on intelligence and willpower). You should keep your wrist irons from the beginning of the game, because they weigh nothing and are the only item that can be enchanted for the hand slot, which is not also an armour (i.e. your spell effectiveness will not be affected) - strangely, Oblivion lacks gloves like Morrowind
.
Hope that helps
. Also, for future reference, topics like this should go in the Oblivion Forum rather than the General Forum

Making sure you don't complete your mage's staff until you are at least lvl 15 is always a good idea (assuming you do the Mage's guild questline). The staff you choose is levelled and if acquired at lvl 15 or above is at its most powerful.
Also, if you're playing on console, going on crazy spell buying shopping sprees, or making millions of your own custom spells can result in very frustratingly long lists to scroll through in order to find the particular spell you need that isn't mapped to the D-pad.- just something to bear in mind.
Lastly, making that Fortify Magicka 100 pts for 3 seconds, Paralyze for 2 seconds, Fire damage 50 pts for 1 second, custom spell, may seem like a good idea at the time with all its infinite casting amazingness. but it grows old after a while once you start missing the challenge the game presented before you made it.

I'm playing a mage at the moment, so ill give a few helpful tips. The 3 most important skills for a mage are alchemy, conjuration and destruction in my opinion. Some would include illusion and mysticism but the those 3 will help in you combat the most. Alchemy will make willpower useless with the magic potions that you can make and the health/shield potions will cover your defense. Don't forget the poisons that you can make to soften up enemies. Conjuration will provide tanks if things get hairy, training dummies and souls for weapons enchants. For destruction make use of weakness spells and damage over time is cheaper than just pilling on a boat load of damaging effects. Oh also, don't shun the atronarch. It's hard at first, but its one of the most powerful birth signs paired with the high elf. Good luck with your mage.
