How do u get to Mournhold

Ive tried to get to mournhold but it dosent work.Do i need an expansion pack or do i just need morrowind.

Mournhold is added by the tribunal expansion, the regular morrowind game doens't include it

if you have tribunal installed, you'll also need tribunal.esm active for the content to be available, but once you save a game with tribunal.esm active, you'll need the tribunal.esm active to use that save game in the future, but mournhold is designed for high-level characters, so not a good idea for beginners

You can get both of the expansions for less than £10 second hand these days, you might want to try e-bay.
