How to make a Fortify - whatever ring?

I need help, but I don't want to use the tgm code in the pc console.
When I played Morrowind, I had a constant effect ring that fortifyed some of my attributes and such.

How would I go about making a ring like this http://www.tessource.net/files/file.php?id=1627
for Oblivion? I can't access the Arcane University yet, so I was thinking of going into the Construction Set. Does anyone have something started for something like this? I played around with Morrowind's CS and it was overwhelming, but I was creating houses. I'm thinking this is way more basic.

Never mind, I found something. I found a mod called Tempo's Jewelry, but it's a little too much. But at least I can look at this learn from it!
