Are soul strengths leveled?

The Wiki indicates Nether Liches are only Greater Souls, yet whenever I capture them, they are Grand level, as are regular Liches. Anyone else find this to be true?

Theyd better be grand level, cause they appear later than some other grand level creatures. at least i havent spotted them, while i did have a run in with a grand soul creature. (i normally dont do catching, except when my weapon charge is running low)

Yes I have noticed the same thing, I believe they are leveled.

I agree, I think they're levelled. Man did they give me hell when I did the Thieves Guild Ultimate Heist, and you're going though the ruins en route to shoot the arrow. Even though I was wearing the Black Hand stuff and sneaking they kept jumping me, ran out of soul gems, but picked up some supercharged staffs and loot from them.

I didn't start the main quest until fairly late, so Nether Lichs were the first grand level souls I found. For me they started replacing things like brown bears around level 15-20 and are still grand level for me at level 31. If they are levelled they sure take their time dropping down level.
