In the temple sewers in mournhold (for the crimson plague quest) there is a guy that i am supposed to kill he uses magic and does over 400 damage with the spell. I would snipe him but my marksman level is 5 and useing magic on him is not an option his will power is extremly high besides the fact that i stink with magic anyway well any suggestions i'd be happy to hear

Try getting spells, scrolls, or enchantments with really high magic resistance. And maybe you could use dire weakness of which element you are using against him. If you had fire, you could also summon flame atronach, frost vice versa.

Fortify Skill - Restoration- 1- This effect temporarily increases the value of one of a subject's skills. The skill returns to its original value when the spell ends. The magnitude is the value of the increase in the skill.
In the original game, this effect can only be found by completing the Threads of the Webspinner quest for the Morag Tong leader. In the latest patch (v1.2) however, the Fortify Skill component of the spell was removed, meaning there is no known source in the original game with the latest patch. If you have the Tribunal expansion, though, you can buy spells with this effect in the Temple.

You might be able to find it, but I know you could use bound longbow from Estirdalin of Blamora Guild of Mages, it should increases marksman by about 5 or 10 points.

the hard work and money paid off. I give this dude my vote as hardest to kill in morrowind. i finaly found a marksman trainer got the highest it could go that trainer which was 50 somtin and i have a deadric long bow. after a long and evasive battle i killed the dude without getting hit once (if i did get hit you could kiss your life good bye) now to move on to velas!!!!
