During the main quest, you have to help break out Mehra Milo. She is a prisoner above Vivecs Temple, I think it is. The Ministry of Truth. At the entrance to this place, this guard, Alvela Sarem, tells you that she is a prisoner, gives you the key to her cell, and tells you how to get in.

I actually just did the mastruis quest last night. I broke away from my tribunal main quest to finish mages guild and do the vampiric quests. I want to kill almelexia with the eltonbrand.

I'm going to leave the floor open on this one for a couple of reasons
A) every time I think of something right after I get a question right it always seems to get answered fairly easily
