why have they not changed in 4ever?

I would think it is more about having the time.

Actually, the featured articles don't require Daveh in any way. It's all done by the site editors and admins. The main reason that the featured article gets updated so rarely is that people haven't been nominating new feature articles or voting on the articles that have been nominated.

The nominations and voting are all done at:
http://www.uesp.net/wiki/UESPWiki:Featured_Articles
If you'd like to get the featured article changed, the best thing to do is provide some input there.

Similarly, the Did You Know questions just require editors who are interested in adding new items to the list. The questions are all listed at:
http://www.uesp.net/wiki/Main_Page/Did_You_Know
Anyone can edit that page and the changes will immediately show up on the Main Page.

That's fundamentally how a wiki works: the editors of the site control all of the content. Changes only happen if there are editors interested in doing the work
