So far I've done a few deadra shrines (or heard about them) and they gave fairly useful items, but what is the point of wabberjack?! Also, does its effect change with levels because I am a level 4 still and all it turns stuff into is sheep, deer, and goblins. Will it start turning things into more bad ass creatures like dremoras at higher levels? Also, if you want a good time, go turn Sparky (the imp gall in Anvil Mages Guild) into a goblin or suntin with the wabberjack and watch it attack fellow guild members.

You will start appreciating it when it starts turning ogres, daedroths and storm atronachs into sheep and rats.

And don't look for a combat -purpose- in this item. Sheogorath didn't make it for combat, but so you would get smarter and you'd know cats can be bats can be rats can be hats can be gnats can be thats can be thises. And that doors can be boars can be snores can be floors can be roars can be spores can be yours can be mine. You'll get very smart, for the interconnective system will be very clear to you.
But then why, or wherefore will people keep calling you mad?

I gave it to Martin for the Blood of the Daedra part of the MQ. It isn't nearly as much fun as either the Sanguine Rose or the Skull of Corruption. Dressed in my Black Hand gear, I sauntered into the Dark Fissure and caused absolute carnage, and whilst all the Necromancers were fighting my Daedroths or corrupted clones of each other, I scored some serious loot including black soul gems....Wicked! But then so is my character, she had to be to get where she is...

Uh... Corrupted clones of necromancers... Wouldn't that just double the number of enemies? ;)

Nah, the corrupted clones beat up on each other. And if they were to take a pop at me, I'm a Destruction Master and can nuke them from a distance.

Credits go to Bethesda. I just paraphrased the ingame book :)
