Problems with the draw distance

So, yesterday I was overcome by the urge to play all the main canon Elder Scrolls Games in order so I downloaded Arena and Dosbox and got both installed. As I had only played Morrowind and Oblivion before, I am new to Arena but I managed to get it to run smoothly on my system and also got out of the starting dungeon to land in a town in Morrowind. Now I have a problem that really baffles me and after some research I still could not find a solution to my problem:

When I run around in towns or outside of towns at day the render distance is really small, so I can barely see where I am going. I have read that the detail slider bar is there to adjust the render distance and I put it all the way to the right but the slider does not seem to change anything at all. Only on two occurances I had the full render distance at day but after fast travelling/entering a city the draw distance was at the minimum again.
At night, though, I have the full render distance, which is not helpful at all, because I can't see a thing because of the darkness. I noticed the longer drawing distance, though, as there were lanterns farther away in towns and when casting the fireball spell, thus lighting what layed in front of me.

I hope you have some ideas so I can fix that problem as I really enjoy Arena but would like to actually see where I am going. So, my thanks in advance for your suggestions.

it could be an unfixable glitch

Maybe it's just fog. I mean, it's supposed to be in some towns. Try to move to a different town and see if you see it there.
