Pirates!
In Oblivion, it felt like it could of had HUGE role for pirates, yet the only pirates I recall having much of a role at all were those pirates in the Imperial city docks and they ones that hijack the Inn. (Oh, and those Ghost Pirates)
Pirate
They should have pirates all around the docks, on boats and in the taverns. You can enter taverns to find pirates singing songs together and getting drunk, or find yourself hearing pirates exchange stories. Maybe even find pirates in a bar fight - or a sword fight outside.
There might even be pirates hiding in some caves full of smuggled loot.
Faction
There should be a faction of pirates you can join and you take sail to the sea and outside of Skyrim, it starts off out at the sea and you must do small jobs such as inspecting the ship, cleaning the ship, moving cargo. Perhaps at night time, they force you to man the crows nest, then you see an enemy ship, the enemy ship then board and you must fight either soldiers or other pirates. You soon have extra jobs like guarding the prison cell etc.
You then arrive at the island, where you either search for the buried treasure or you raid a small settlement on the island for treasure etc. Maybe add to the quest-line that the pirates commit mutiny where you can chose to join them or go against them.
- The faction could use a questline, feel free to exchange ideas to add to what role pirates could play in TES: V.

Re: Pirates!
That is an AWESOME idea. I'd love to see heaps more pirates in elder scrolls. If there was a faction for pirates there should be some point where you get your own ship and crew.. NOW THAT WOULD BE COOL ..

Please don't tell me I caused a spamalanche of 'ayes'? You buffoons, I wasn't being literal!
But yeah, I'd love to be a messy, dirty, backstabing, tooth-rotting, eye gouging, keelhauling, singing, ARGHing, wonderful, loveable, charming pirate.

Re: Pirates!
maybe in a smuggling sense you could have them but really the sea action (if any) will probably be more along the lines of plundering barbarians in longships and imperial trade stations, rather than jack sparrow and parrots
the East India trading company (cant remember the TES name but they had a base in Ebonheart in Vvarderfell) would serve as a traders/pirates/thieves guild for non Nordic people and serve the same purpose
Summerset isle with its tropical islands (perhaps?) and vast oceanic surroundings is the best place for pirates and buried treasures imo, or elsewheyr/black marshes, i like the idea of cat/lizard man crews raiding imperial merchants. I like the idea of dragon mounts in Skyrim even more than pirates tbh

Re: Pirates!
Since the Nords make good sailors (and hearty drinkers), I think pirates in Skyrim would be a great idea. Raiding isolated island villages would be epic.

Re: Pirates!
Your chance of pirates became nil when God Todd Howard woke up one day and went against the sensible choice of location, Summurset, and chose Skyrim. I doubt to see any pirates, viking-like peoples withstanding if they could be classified as such.

Re: Pirates!
I'd have to agree. Skyrim doesn't seem like the perfect place for Piratude-ing. What with all the ice and snow. Of course, there's always Ice Skating...
...and diplomacy continues to fail. Their ears fall deaf, and their eyes fall blind, yet they are still not mute. They will not know their errors. Only what they believe themselves. But we... we shall not be silenced.

Re: Pirates!
I'm with Kestral and Lunar on this one. It just doesn't seem likely. I wouldn't mind pirates, though...that'd make for a cool faction.

Re: Pirates!
I like this idea tbh. I've always felt the need for pirates in TES. I've downloaded a couple of 'Drivable Boat' mods and they work really well. I'm with Gray on this one!

Re: Pirates!
Who needs Pirates when you have Vikings?
Its like choosing between chainmail and brocade, or a knitting needle and a battle axe.
