Who is Balsa Andaren?

I was walking around and found a broken wayshrine of Kynareth near the Sanguine Shrine. Somewhat hiding behind around a rock was a Dunmer woman named Balsa Andaren. She tells me to get away because she has business with the wayshrine. And for sounding [&@%!] at me she had an astounding 80 disposition... any clues to who she is?

She is the Master Trainer for Destruction is she not?

Not as weird as the dunmer woman in the alchemy shop in skingrad. Talk to her about skingrad and find out what I mean.
