the only place that i know of outside of the first mission for the thieves guild is to just go around to places nad look in all the random crates and barrels that you can find... definitely not a cool thing to have to do, but i suggest getting a few, then saving before every lock that you pick and loading if you break the pick

There is a guy outside of the Imperial City along the North West wall that will sell you 30 lockpicks and resupplies once a day (or something). I travel to the Imperial City Stables and head north along the wall...he's hiding in a corner.

Where might this Shrine, and quest be?
Take the road on the east side of Leyawinn, keep going north until you start going up a pretty good incline, it is on the east side of the road and a hair off it.
If you go to Leyawinn and talk to the Count there, he will tell you to talk to an orc at the inside entrance of his castle, it is exactly east of where that orc wants to go.
When you get to the shrine, click on it and the quest begins. It is a pretty simple one also.

I don't understand you guys. Why would you ever need more lockpicks?
You just watch the tumbler. If it goes slower than usual, click. I'm currently playing a level 2 character with 70 lockpicks in my inventory, starting from 5 security, never purchasing training in it and haven't purchased a single lockpick yet, took all from goblins, thieves, crates.
Okay, recently I broke 3 or 4 while picking the "very hard" display case in castle Bruma to steal the cool katanas. But anything below "hard" goes without a single lockpick broken. Security currently around 30.

Darn locks!
I can't get the hang of picking the locks, it seems to move far too slowly for me!
What I want is a decent "Average" lock pick spell...
Got the "Hard" version but not the skill level to match ;¬(
