You can not actually become a Necromancer, you can however, play like one, but it would be very limited, I would think.
Necromancer Robes are everywhere, just collect them when you kill one.
You could keep the Necromancer Amulet & Bloodworm Helm, but that would prevent you from completing the Mage Guild Quests, which means that you would not be able to get Mannimarco's "Staff of Worms".
The Staff would be, probably, the only thing that would make you a Necromancer, instead of just an Evil Mage. The Staff allows you to Reanimate dead NPC's to Fight for you for 30 Seconds. Other than that, the only thing to set you apart as a Necromancer, would be to Summons Undead, which anyone can do.
You give the Amulet & Helm to Traven. When he Traps himself in the Black Soul Gem, he dissappears. I did not find them in the Arch-Mages Quarters.
Also, if you don't give up the amulet & helm, you would not be able to get "The King of Worms" necromancer's robe. Unlike other necromancers' robes. Mages do not consider you an evil necromancer when you wear it. You may actually not want this though. If you wear "Normal" Necromancer Robes, Mages should attack you, which would allow you to kill them, without it being Murder.
I suppose that if you have completed all of the Quests, and wanted to continue playing, you could wear Necromancer Robes, and then Eliminate the Mages Guild. At that point, you would have enough gold to be able to pay all of the "Bounties" that may cause.
You could complete the Mage Guild Quest Line, become Arch-Mage, and then use "player.additem <formID>. The items are leveled, so you have your choice. You would have to hope the Mages would attack you for wearing Necromancer Robes, or use a Rage Spell, otherwise you'd get kicked out of the Mages Guild, and no longer be Arch-Mage.

I played around with this.
I wore the Necromancers Robe, but did not get attacked. Probably becuase of my High Fame, so it may work with lower Fame Characters, or those with High Infamy.
I tried the Rage Spells, but they did not work. The Spells are Level Set, the max level spell I could make was "Up to Level 25", which I, and the NPC's are above, so after level 25, this won't work either.
Your only option would be to Murder a/the Mage(s), and get kicked out, but since you want to be a Necromancer, that probably won't be a concern. I killed an Apprentice, and the Bounty was only 40. It would probably be higher with Named Mages.
I did kill the Apprenctice with other Mages around, and none of the others attacked. Which may be because of high Fame. I could pick them off 1 by 1, which wouldn't be that fun.
Myself, if I wanted to be a Necromancer, I would complete all of the Mages Guild Quests, to get the "Staff of Worms", and not worry about the Amulet & Helm, since they are not that usefull. Plus, if you don't complete the Mage Guild Quests, you would miss out on alot of Quests, and nice Items.
You could also get the Wizards Tower Plug-in, so you would still be able to make spells & enchant items, and not need to be in the Mages Guild after you are kicked out. You would also have the Botanical Garden, which would off-set loosing the Arch-Mages Magic Ingredient Chest.
I hope this helps some, have fun.

Okay, so you are going to have to play most of the Mage Guild Quests to get the Necromancer Amulet and Bloodworm Helm. After that, don't give them to Traven, and play as a Necromancer.
If you want to be attacked on site by the Mages, while wearing Necromancer's Robes, then just make sure to have low Fame, and High Infamy. A low personallity might be good too.
Unfortunately, you get Fame points for completing the Mage Guild Quests.
If you don't want/need the Necromancer Amulet and Bloodworm Helm, then don't do any Mage Guild Quests.
If you do all of the Dark Brotherhood Quests, and Thieves Quests, then you should have an Infamy of 60.
Having the Necromancer Amulet & Bloodworm Helm and keeping the King of Worms/Mannimarco alive, do not really do anything for you though.

If you want to be a Necromancer badly you should probably make yourself some balanced but interesting Necro gear/spells in the construction kit.
