Problems with monster spawning

Lately, as I've been playing the game, incredibly tough monsters spawn at levels that they're impossible to beat. An example is where I once went into a dungeon with a level 2 character, only to find 3 Daedra Lords there. Is this a common situation?

At level 5 i went into a fort but little did i know there was 6 skeleton champions wielding glass longswords and bows waiting to greet me. Im guessing your just getting unlucky spawns,

Whats you luck? If it's below 50 then things in the game will work against you!

Unlike the later ES games. The earlier games like Arena and Daggerfall had little leveling. Most of the enemies are locational. So you have to find the low level areas.
