poisons are used to tip your arrow/blade you dont drink it however im sure a potion with damage heatlh but something that restores an attribute something like that so its a potion not a poison and will kill the target or just use poisioned items

Why to give NPC a poison and wait until he will drink it, when you can simply came face-to-face with him and kill him with your enchanted claymore
For fun? Then i'd say that is not worth it
If you manage to give it to an enemy, he will probably use it on its weapon. They are not stupid enough to drink poison when they know it is poison. Give them a Bound Helm of Blaze and watch them incinerate themselves! Now that is an effective poison, since you can pick it back on the body and give it to someone else!
If you are master in alchemy, you can make a potion (yes POTION) of a poisoned apple. Then they will eventually drink it  But it's easyer to jsut leave an apple on them
I used to play Oblivion, then I took an arrow in the knee.
If you have a bow and arrows equipped, and then apply poison (Gudovac, you just click on the poison in your inventory, and it will ask if you want to poison whatever weapon you currently have equipped), you can change the arrows, and the poison remains.
If you change the bow but keep the same arrows, the poison is no longer present.
Maybe the idea is that the arrow picks up the poison from the bow as you fire.
