I like Bravil because it was the first place I explored in Oblivion. The Fort Greif quest was awesome, and I always use Kurdan's boat for transport, because it reminds me of Morrowind. I also keep a lot of Shivering Isles-related stuff in my house there, since it's so near to the Strange Door.
Leyawiin is cool cuz of all the beast folk. The Imperials there are stupid though, except for the soldier who gives you the Greyland quest. Mazoga's quests are fun too, and M'aiq hangs around the stables sometimes.

Re: Bravil and Leyawiin
Sorry if this is slightly off-topic, but...If the Niben is supposed to be a major shipping center for the Empire, then first, how come there are no ships, and second, how do they get up the river? Leyawiin and the road leading east out of it make sure that the Niben is nothing but an oddly-shaped lake, and even if ships were to be made in Leyawiin and brought to the Imperial City from there, depite the lack of anything having to do with ships in that town, there are at least two bridges crossing the length of the river/lake. The only thing that makes shipping even a mildly possible option is if they were constructed in Bravil, in which case there would be drydocks somewhere...
Anyway, Bravil is a cesspit and I avoid it on all occasions except when a quest forces me to stop there. Leyawiin is more tolerable to me, but the countess must die
And as far as the region of Black Marsh is concerned, I like the area, and I'd spend more time there if it were more populated. Say, a settlement, basically a giant camp, populated by the Renrijra Krin, or Argonian guerillas, something like that. Maybe have them operate on a schedule where they periodically go out and raid a detachment of Legion soldiers.

Re: Bravil and Leyawiin
I believe we have to chalk that kinda stuff up to the limitations of the size of the world the developers had to play with. I mean even the dock of the capital could only hold what 6 ships tops?
Re: Bravil and Leyawiin
I go to both citys quite a lot, but Bravil is really one big drug filled, cess pit, of a city....I mean read the book about it!
As for lewayin, I quite like it, rains quite a bit through....
