My guy's something of a warrior so I always run headlong into battle and swinging. Like I always tell my housemate, being adept at magic is one thing but when a ridiculously heavily armored guy is standing in your face swinging away with his most powerful strikes using his most powerful weapon there's only ever going to be one winner. Get close enough to a magical enemy and you can simply run around him in a tight circle while swinging, keep moving and he'll never get a shot on you. I completed the benirus manor mission by running straight up to the evil lich and weaving side to side, he didn't hit me once.

You may also want to try summoning a few things, summoned creatures distract enemies and with any luck while he's busy ploughing his spells into the zombie you summoned you can run up behind him and get a few good shots before retreating and doing the same again.

But sometimes enemy spellcasters run away from you and dont let to hit them, so reflect spell is good because you can damage them simply when catching their (destruction) spells, but of course pure fight is very effective if you strike them sharply and quickly, and knowing that they often don't have very much health too
