Dark Brotherhood Problem

For some reason i cant get into the dark brotherhood. Whenever i kill a civilian nothing happens and Lucien does not visit me. Whats up?

Is it possible that you refused Lucien's offer in the past? If you did, I don't think you get another chance to join.
... and you know, I don't actually have an Orc character.

no i have not done anything with them at all, i even looked through my past quests to just make sure.

Well, I know for a fact killing the Gray Prince in the Arena will trigger it. Maybe you could try that?

I don't know why killing civilians wouldn't do it, but the method above is usually how I gain entrance into the Dark Brotherhood.

There's a glitch if you killed Captain Renault or Glenroy in the tutorial, because killing either of them triggers the quest message, but once you leave the sewers, all of your bounty, infamy, etc. is reset and Lucien will never visit you because you can only trigger the message once... is this what happened?

Doesn't it depend on what NPC you kill? I thought people that were safe included the idiot Lazare Milvan. I got in by killing Puny Ancus in the Waterfront.

But really, how high of a level are you? If you're low-level then I might consider starting Oblivion over.
