What a fascinating document - seems to be about an afterlife but I cannot make head or tail of it. All I worked out was this:
CHIM
Might be a reference to the Chim-el Adabal, aka the Amulet of Kings.
The Last Horse In The Sand of The Brotherhood.

Oh no, CHIM means "I am".

It's a state of being. Vivec is the only known living being to have acheived CHIM, and it seems that it gives him powers beyond that of even the Nine Divines.

It seems a technological revolution has occured on Nirn, magic seems to be considered a profane acceptance of a more barbaric time. I also read it to claim that any mortal can become a greater being than any Aedra, but it seems that the Lunar God Vehk failed to acheive this highest state, the "Eternal I", else how would he have been captured? It seems that this state of being that Vehk tried to reach, more powerful than a God, is refered to as "Amaranth" which seems to be an all encompasing colective entity that can cause mere thought to become reality. Or I could be missing the point entiely... Very confusing structure.

I think it talks about some sort of apocalyptic event, The Landfall, and that Vivec (Vehk) achieved CHIM. That's pretty much all I can glean.
