When you say Master Thief, who do you mean? The Gray Fox is the Master Thief, and he does not fence. You have to go to one of the Fences that are available to sell stolen items.

http://www.uesp.net/wiki/Oblivion:Fathis_Ules

If you did the Sins of the Father Quest, and did not give him the sword, he will refuse to do buisiness with you.
Apparently there's a bug (both PC and Xbox version) that once you complete Sins of the Father, Fathis may be stuck in Chorrol, and may refuse to deal with you.
He won't sell/buy stuff if he is not outside his house (courtyard) in the Elven Gardens District, Imperial City.

I think he means Fathis Ules. Let me guess, you've done the "Sins of a father" quest in Chorrol, where you were supposed to bring him the sword, but decided to bring it to the castle instead? There's a bug with his character. There is a mod that fixes this, though. Take a look at the "Must-have mods" site here in the wiki. It should be listed there.

Edit: Damn! Too late ;)!

just go to one of your previous fences

you should still be able to fence to them

depending on the value of the item your selling you should go to a different one

higher prices should be taken to the highest fence
and lowest prices should be taken to the lowest fence
(cant remember any of their names, sorry)

this is because of their merchant level, the lower fences have lower merchantile so you can get better value for your sales on them, even if its only a few gp

but the drawback is that they do not have as much money as the higher fences

On the other hand, which items can you steal that have a value of more than a thousand gold, which would require a better fence? Ongar in Bruma has always been sufficient for me.

Fathis sucks I have yet to ever be able to sell something to him I have contacted him when he is walking around when he is in a house and even when he is in chorrol and each time no barter option I just end up selling allot of cheap items to Ongar I like to clean Bruma out and there is at least 7k in the town
