Annoying Shivering Isles glitch, please help!!!! (SPOILER)

I have just started the Symbols of Office quest, and have spoken to Sheogorath, but after the conversation he does not turn into Jyggalag, he just cowers in the corner, and whenever I speak to him again, he repeats the same conversation.

When he finishes his monologue it focuses on his face, but nothing happens, I have left it like that for quite a while with no change. My last save before this was when I was level 28, I am now level 37, and I don't really want to reload it.

I have also tried to go and come back, going to jail, and getting out, with no different results, he still repeats himself over and over.

Also Haskill just tells me to go to speak to Sheogorath, and my journal tells me to go peak with Sheogorath as well

I also have no way of getting back to Cyrodill, as I have gotten too far into the Shivering Isles and the strange door has disappeared.

Is there anything I can do to stop this, and continue with the quest?

oh, sorry i just realized that the door hadn't closed, it just disappeared from my map, and i had just discovered it again. I had just "secured the stronghold of the golden saints" i am the duke of Dementia btw

Yes I have had the battle of the fringe, and I have just now left the Isles, and have returned, and Sheogorath has not changed, he is still repeating himself. He also says his usual goodbye phrase of "ta, come visit again, or i'll pluck out your eyes." when he finishes speaking.

I know you don't want to hear this, but I believe youve hit a Bug in his script.

Have you tried turning off the game and then turning it back on?

If that doesn't work then Im afraid you may have to reload from the previous Level 28 save.

hmm... how can your last save be from 9 levels ago when you need to sleep to level up, triggering an autosave?
