Well, the most common way is to go to a lock (I use very hard locks when doing this, but anything more than very easy will work), then lock all of the tumblers except one into place, close the lockpicking minigame and repeat as many times as you want, or until you get bored. Otherwise just go around picking all the locks you can find.
