It wont work!

aww man, i finnaly found something weightless to curse and put in some1's inventory (wrist irons) and i enchanted it with fire damage, but it's not burning her(a beggar). how come it wont work?

she has to put it on first. Usually they'll have to sleep or something so that their "equip" script runs.

I suspect that a Beggar also wouldn't normally wear any kind of wrist-wear, so even after sleeping she may not equip them. They normally just wear a shirt and trousers/skirt. You need to remove these items while they sleep, and then replace them with your equiv enchanted item and then when they get dressed when they get up in the morning, they should equip whatever is available to them in their inventory.
