Go to some sewers and block a rat's attack, heal, block, heal, block, heal, etc

5x endurance, 5x willpower, 1x luck

I think you maybe misunderstand the leveling system?

Because it's not experience-based in the sense of you gain 250xp for killing such-and-such. It's experienced-based in the sense of every time you use one of your skills, you gain experience in that skill. And you gain a level once you increase any combination of your major skills 10 times.

So the best place to level up is whatever place you can use your major skills. But you want to be careful you don't "over-level" (check the Wiki here for a full explanation). (And also read the bit on "efficient leveling"). Because just racing from level 1 to level 15 will make your character weaker, not stronger. It's not necessary that you get maximum stat increases each level, but if you're doing 2/2/2 gains all the time, you're going to find the game pretty difficult once you get into your teens.
