Have a Heavy Armor skill of 100
Dragonbone cuirass
Masque of Clavious Vile
Randagulf's Fists both left and right
Ten pace boots
Eliaden's Ward
Her hand's armor left and right sholder armor and grieves
From Tribunal (you get to kill one as a quest)
or Ebony left and right sholder armor and the daedric grieves from the Dren Plantaion if you don't have Tribunal and don't want to screw up the storyline by killing the Wiz in Tel Fyr
I have a total AR of 301 right now
You can find the location of these items at this site for Artifacts of Morrowind.

Indeed, dragon bone cuirass is the way to go if you're looking for pure defence. In fact, Ebonheart is the place to go if you're looking for any of the great cuirasses (aesthetic included).
There's a set of dwemer, imperial dragon, Lord's mail, iron alternate (the kind with fur on the back, which in my opinion looks very cool for an imperial take on gladiator-esque general armor) Dragonbone cuirass to the south west, and even a few others conveniently placed in the city.
One stop shopping I say. And if you're looking to get to Mournhold, a whole 'nother world is just a few utterances away.

Re: BEST ARMOUR
Nobody talks about the Ebony Mail, but I can't see any armor topping it. It has 333 rating, plus 50 shield, 75% fire resistance, and 20% resist magicka. It's lighter than Dragonbone or Lord's Mail, has better enchantments, and offers more protection because of the shield effect. Perhaps nobody else is keeping it real with medium armor like me.
