What's the story here, then? It's full of necromacy-related gubbins, an unkillable Lich and loads of death threats to the Mages' Guild, but there doesn't seem to be any linked quest. Is it unfinished or am I missing something?

Yeah I heard about it. There is no quest involved, it must have been left out (although you can always pretend it's a quest).
