First - I spent some time going round lots of quest givers who had nothing for me because my rank was too low. Then I found some who had nothing for me because my rank was too high.
I started the quests for the Port Telvannis mouths with "Journal" commands and completed all but one. In the "Plague" quest Tevernes Llenesis is in the Water's Shadow Tavern but has no dialogue, although I am carrying the note, blood and scrolls. Can I use "AddTopic", and if so, what is the topic? The journal index is 10 which seems to be correct.
