Tamriel Rebuilt Midnight Meeting: Where Is Kastav?

[Xyshurondor]

Hi! Sorry if this has been asked and answered! I've never found a walkthrough for this.

I'm trying to do the Midnight Meeting quest from the Helnim Thieves Guild, and I've had my character crouched and in chameleon outside the militia headquarters for a long time. I brought her at 11 and waited/rested until midnight. My in-game time is set fairly slow so the time from midnight-1 a.m. is long. Kastav has not yet shown up, but I haven't gotten a quest prompt saying I missed the meeting yet. Was I supposed to go to his house or somewhere else? Does he leave at 11 and then sit in limbo until 12? I haven't seen him or any Telvanni NPC wandering Helnim anywhere, including at the docks. What's going on?
