I am searching for respawning caves, forts, etc with random and large book selection preferably not involving stealing, for my own library

Hob's Fall would fit the bill. The summoning circle and the pit with the Stone of Barenziah might have a smattering.
Baurus: Our job is to get the Emperor out of situations like this. Though I'll admit, things aren't going exactly to plan.

Casandra: At the moment, the deadliest weapon at my disposal is a goblin's head on a stick. I'd be worried if this was the plan.

And then what is so wrong about shopping trips to the Arcaneum?

Probably just as well.

Who knows how many scholars and lore-seekers have ventured into Apocrypha 'just to top up their library' and have instead found themselves being drawn deeper and deeper into those infinite twisting labyrinthine halls by the lure of forbidden knowledge and dark secrets... to never be seen again... :o
Apathy is on the rise, but no-one cares.
