How can i prevent certain npc to respawn?

How can i prevent certain npc (certain forsworn at and near Kolskeggr mine http://en.uesp.net/wiki/Skyrim:Kolskeggr_Mine) to re-spawn? I would like long term solution. I don't have CK. I am on PC , patched , don't have any unofficial stuff.

Like the page says, you can install the Unofficial Skyrim Patch. If you don't want to, then you'll have to get the CK and make a custom mod to do it.

will markfordelete or turning to ash do any good? or in worst case i need instructions how to make essential few npc by using console

It's easy to make the miners essential using the setessential command.
