MMORPG: The last few years you've had big presentations for TESO, but it's pretty light this year. You've still got big plans, though, right?
Pete Hines: It's not that they don't exist, we just didn't feel like now was the time. We're going to focus on One Tamriel and more of the end of the year stuff, and then when we get into 2017, we'll start talking about some of what's coming up.
So with no news out of QuakeCon and nothing discussed for Q4 2016 other than One Tamriel, how likely is it that we won't be getting a Christmas DLC? The "end of the year stuff" could just be referring to the Witches Festival event. A lot of people were hoping for Vvardenfell but it sounds to me like they'll only start discussing the Daedra War storyline next year.

ZOS did a pretty good job patching Wrothgar in the run-up to Christmas holidays last year, so I'd be pretty confident in their ability if they went for an early November release again.
I don't blame Zenimax avoiding Q4. It is often the time of year that has a lot of games come out at once and releasing another major DLC pack would potentially be overshadowed by the other games. TES tends to not get much DLC and 3 is the perfect time to take a break. I could see them wanting to hold off for the rest of this year(Minus the gold edition) to avoid having too much content and overshadowing other DLC content at this point in time.
Vvanderfell and mainland Morrowind should be covered in depth due to ESO having the perfect justification and ability to do so. Black Marsh, i hope they either leave to last or don't do at all.

These aren't actually "DLC", these are quarterly content updates to an MMO, which were actually promised around this time last year. This is the first gap since then so it's probably a big cash loss for them - either that or the subscriptions are so good that they don't necessarily need to worry about people making cash shop payments at the moment. Gold Edition isn't content.
Also, the newest DLC to come out was set in Black Marsh.
