My Orc found this today under circumstances that got me wondering. ( I also have a Dumner who does want to serve the deadric gods.)
She unlocked an expert chest and found the beacon moments before she was destroyed by the cave boss. I reloaded to check the beacon would reload, then scarpered. Her day will come!
If my Dumner had entered the cave, not seen the chest or not opened it through lack lockpicking or boss killing skillz, would she have found the chest again? Does the Beacon follow your PC around until they do trip over it?

The beacon is placed randomly with each new character. With your Orc it may be in Halted Stream mine. With your Dark Elf, it may appear in Moss Mother Cavern.
Once there, though, it stays there. Find it, leave it, come back to the same chest and it will still be there.
