Based on the original post by Musicman where he states "Along with those fun, whimsical ways, you can also earn them by being especially helpful or contributing to the forums. What that looks like will vary from Mod to Mod" I would assume mods are the people who give out the points, but I could be wrong. As for your other questions, I don't think I can answer them.

Edit: He also states "it will be up to the discretion of the Moderators to award points" a little farther down.

My uneducated guess would be that mods can get points, but they have to be awarded by other mods, not themselves. Hopefully we can trust them not to do the forum version of XP boosting.

Yep, points can be given only by Mods. In fact, some of us have already begun handing out points for helpful posts! And Dirty is correct in that we can also earn Mod points (for changing coins or somesuch) and those will be earned in the same ways members earn them!

And if you're wondering why Musicman called them 'Mod points' that's what they were originally called before he came up with the name 'UESPoints' and we thought it sounded more snazzy.
