After playing some KH BBS I've really fallen in love with its combat system, and I think some of the things would carry over quite well into Skyrim.
So here's my plan:
Make a small overlay in the corner showing which shouts are hot-keyed where (This I expect to be nearly impossible).
Make all shout recharge timers independent of each other, I.E: if I use fire breath, I can use frost breath without having to wait, but I have to wait 100 seconds before I can use fire breath again. (I have no idea how hard this one is going to be)
Secondly, I want to add a VATS type pause-the-game-and-select thing for raising zombies. Would this be possible? I know there is some VATS data left in the Skyrim CS, but I'm also pretty sure it's just some colour modifications and the archery kill cams.
I'm getting better with the CS (I can build decent landmasses and NPCs), but these sort of things are still far beyond my area of expertise, so basically my question is: Can anybody point me to someplace to even start doing this stuff?

You're talking some serious modifications here, changing the framework of the game even. I'm not an experienced modder by any stretch but I don't know if this is at all possible.
