Sanguine Rose question (spoilers)

I read on UESP that the level of the dremora lord the staff summons depends on the player's level. Is this fixed to the player's level when he completes the relevant quest, or do the dremora get better as the player levels up?
I'm asking as my character is lv14 and I've come across the person who gives that quest.

Yes, the dremora will still get better as you increase your level after you get the staff. When I first did the quest, the staff produced a Kynreeve, but I have since leveled up several times and it is currently a Markynaz.
