I have no mods and only run unofficial patches. Everything was fine as I started a new game. When I got to Whiterun I was on the quest to find the redguard woman when I noticed this happening. I went around and most npc's in the area were doing this. I saved my game right after I entered the pub after talking to the redguard in the dungeon. I loaded an earlier save and the same thing was now happeneng.
I quit the game and searched the web for answers and didn't find much. I checked my load order and discovered that dragonborn unofficial patch was loading before dawnguard. I fixed that and loaded my save from the pub. Everyone in the pub is now moving normaly but my quest now shows that I never even talked to the girl there. Its like the rest never happened. It was late so I didn't get a chance to check the rest of whiterun. I think it may be okay.
My question is what caused this and how do I fix it if its not fixed now?
