The Fort is... Empty? PS3 Civil War

I'm trying to finish the Civil War on my PS3 character Arandis. Everything has been going normally up until this point. Aside from the excessive lag, but... That's expected. I'm at the Battle for Fort Greenwall and the fort is completely empty. No Imperials, no Stormcloaks. Just the horse. I've never killed any Stormcloaks there before; only bandits and that was... I don't even know how many hours ago now.

Actually, now that I think about it... The Stormcloaks never spawned there after I killed the bandits. They usually appear (on PC, anyway) to take over the fort once you've killed the bandits, but I never saw them. The fort has been empty ever since I cleared it of bandits.

Reloading is not helping. Is there any way around that or is Arandis screwed? I'm thinking she might be because, if my memory isn't playing tricks on me, this isn't the only location with the no respawn issue.

I think most areas reset after 10 game days (but you must not enter that area during that time or the clock resets), with cleared dungeons instead resetting after 30 days.

Try going to a faraway location then sleeping for 31 days.

If the location you're referencing actually is one of the few locations that doesn't respawn period, beg pardon; I'm no guru on Skyrim.

I know all that already. Arandis spent a few months on Solstheim (minimum two, I'd say, but it's likely more) before returning to Skyrim to do the Civil War. In all that time, she went nowhere near that fort. Couldn't, really, since she was in an entirely different worldspace.

The fact that Stormcloaks don't appear after Fort Greenwall is cleared of bandits is listed as a bug on the wiki page for it. I'm starting to wonder if that is connected in some way to what has happened during the Civil War quest. Having no soldiers for either side show up during the battle for the fort is also a bug listed on the wiki, but not for the Fort Greenwall battle (it's listed for Fort Dunstad). Though, after encountering this, I'd say it's more than possible to run into the issue with any of the fort capture battles. Glad I haven't encountered that before on PC...

Unfortunately, I'm thinking my only option is to try and do Season Unending to see if that can end the bugged Battle for Fort Greenwall quest and allow the rest of the Civil War to proceed (if in a slightly altered fashion). It's either that or I ditch the character (which is the more tempting route since I really don't like Season Unending).
